We should have a tooltip that pops up in the conversation list when hovering
over a subject that has been ellipsized. My inclination would be that that
tooltip only appears when it's truncated.

Although not as pressing, I think the sender's name should be tooltipped as
well, with a similar restriction.

I don't think previews should be tooltipped.

Additionally, tooltips should be used to give the full date and time of a
conversation (#5278).
