GIMP supports sliders for the HSV colour space.  It seems to me that, were a set of radio buttons (labelled HSV, HSL, an HCY) placed to the right of these sliders, it would be possible for the user to convert the HSV sliders to support the other two colour spaces at the click of a radio button.  In each case, this would require a minor change to the mathematics, but the details of the required mathematics are all available at http://en.wikipedia.org/wiki/HSL_and_HSV although the colour space I am calling HCY is listed by them as "luma, chroma, hue".
