To recreate:

Turn on zoom from accessibility menu > Type words into a text file or web-page. 

The tracker should move with keyboard but it doesn't. This means that the user has to move the mouse when the cursor gets to page edge. Makes it near impossible to use with anything > 2 but that is likely to be a problem if you are typing anything longer than than a short note like this one. 

Related bug is: https://bugzilla.gnome.org/show_bug.cgi?id=699366 which again is to do with lack of control from keyboard but as this problem is quite specific I have opened this as a bug too. 

It is possible fixing one could fix the other.
