To recreate:

In Universal Access > seeing > Zoom> options> magnification 4X

Enable GNOME Shell's magnifier and then perform a familiar task using nothing but the keyboard. 

I could not do this as it was technically, annoying. I had to stop.

I tried again. This time with 'MouseKeys' activated from the accessibility menu and it was very very slow on 'keep magnifier cursor centered' - barely usable but also completely unusable if Magnifier cursor moves with contents' was selected.

In my humble opinion this application is not fit for keyboard only use on this version. I would increase severity perhaps but have not yet tried on 3.8.X. Will report back if nobody else gets there first.

The cursor should ideally behave the same way as the mouse would in order to put this right.
