 I tried starting empathy with LC_ALL= various locales(Chinese,English), the Chinese displayed in menu and chatting dialogs are fine, only in chat logs are a mess. I checked log files under .local/share/TpLogger and they are well formatted XML encoded in utf-8 and were displayed rightly in KDE IM and previous  empathy 3.6.
