Steps:

1. Click "Activities" button in the top left corner of screen or press super button to enter activities mode.
2. Try to switch layout.

Actual result: nothing happens.

If keyboard layout setting is set to system wide - current system layout is used for activities mode. So, to switch layout here - exit the activities mode, switch layout, enter activities mode again

If keyboard layout is window specific, always first layout is used for activities mode and there is no way to change it there.

How are you trying to switch? Using a shortcut? Which? Or are you using the top panel menu?

I'm trying to switch using Alt + Shift shortcut.
