In gnome-3.8 I cannot switch keyboard layout using modifiers only (e.g. Alt + Shift) when shell has a grab (in overview, Alt + F2 dialog etc.) I created bug
for gnome-3.6

It was marked as duplicate of

643111 is closed but issue with layout switching via modifiers is still exists though PrintScreen works well in Overview mode.
