when opening a PSD file, the saved (by Photoshop) undo history is not imported
when exporting to PSD file, the undo history is not saved

We should first be able to save the history in XCF, then we can think about importing and exporting it to other file formats that support this.

I think reading/interpreting the PSD undo history doesn't depend on any save (write) feature. It would still be useful if GIMP could load the undo history in RAM. GIMP's history is stored in RAM and discarded on close anyway.
