In OSX 10.8.2 and later, only applications from identified developers or the Mac App Store can be installed with the default security settings in Gatekeeper, which removes GIMP from the OSX environment.

Basically, one only has to be a member of the Developer program and request and Developer ID Certificate. for more information, see:
