We should let users configure their keyboard layouts / input methods.
This should be smart about making good suggestions based on the language chosen in step 1.

I've discussed this with Rui Matos. His view is that we should be able to automatically select the input source based on the user's language and country. 

Unfortunately, we don't have the necessary data on input source, language and country combinations to do this right now. To that end, we have started a new GNOME Goal to collect it:

If we are unable to collect this data, then initial setup may well need an input source selection stage.

And we should be able to select the country based on the location.

Well, that's a bit tricky. How do we select the location without them being able to type in a city name? The point and click map isn't precise enough.

Why enter it by hand? We have GPSes, Wi-Fi signals and IP-to-country databases.

What about the cases where those don't return any results (no internet), or are flat out wrong (last time I tried geoclue at home it gave me somewhere in North Dakota)? I'm imagining page like:

    We have automatically detected:
      Country: United States
      Keyboard layout: English (US)

    Is this correct?        Yes  No

and if you choose "No", it takes you to a keyboard layout and timezone/region/country selector, and if you choose "Yes", it skips all that.

An initial input source page has been added now. It is a direct copy of what we have in the control-center.
