1. type in the URL bar to have enough history/bookmark results so that the dropdown widget scrolls
2. click and hold the scrollbar
3. go up and down with the mouse; it scrolls
4. still holding down the mouse button, move the mouse to the left or right (outside the scrollbar widget) and try continuing to go up and down to scroll; the drag events will be ignored until the mouse re-enters the scrollbar's area.

The web page scrollbar widget (as well as other normal scrollbars in various other gtk3 apps) is not affected by this problem.
