The System Settings window does have a scrollbar but isn't resizable and maximizable. Could you enable theese?
IMO every window with a scrollbar should have these enabled.

The fact that it's not resizable is not a bug. 
If you have problems with particular panels (e.g. data not shown or other
issues), please elaborate which panel you exactly have a problem with (for
example bug 649242 is still unfixed, or bug 675505).
