psd stroke not importing

The strokes in psd documents aren't importing into GIMP properly. I had this problem in 2.6, and installed 2.8.0 today to see if the problem was fixed, but it's still there. I've attached the PSD, which has a stroke around the speech bubble on the right side. I've also attached an accurate PNG export of the PSD so you can see what it should look like.

Okay, well, the PSD attachment upload failed ... The PSD can be found in our GitHub repo: https://github.com/deseretdigital/robowidgets/blob/master/_psds/css-off.psd
Perhaps you should explain what a "psd stroke" is, we don't use photoshop.
Created attachment 219695 [details] GIMP PNG export Notice the green line around the speech bubble is missing. I've noticed GIMP treats all strokes this way.
So that's probably something not yet supported by the PSD loader. Do you want to work on it?
