Power panel doesn't slide in fully with some locales

Happened with fr_BE locale, reproduced with ja_JP, see screenshots. Also, the panel will jump in place on focus out.

I'm seeing this a lot with the datetime panel too
I couldn't reproduce it here. A sure fire way to reproduce would be grand, output of gnome-control-center with -v too.
I can't tell how to reproduce it, it happens everytime here (gtk+ and gnome-themes-standard both at git master). Still didn't get any useful reproducers (it really did work for me), but we removed the animated notebook anyway.
