Web application: add a custom category for menu grouping

For technical reasons, it's not possible to add meaningful categories
to saved web applications. To avoid them ending in Other, we add
a special category and submenu for web applications only.

Giovanni: is there any more specific plan for web applications as a new category? The bug that Xan links contains a migrator for the new category so it is just a matter of picking which category this will be in.

I wonder if your patch is related to some upcoming shell work or something.

It's bug 675198 (213149 was the patch, sorry), but there is not much discussion there either.
