Situation when new page has been opened

The page size is wrong when opening new page. The issue clears by changing scale on page setup from 100 to xxx and back 100, and pressing "Apply".

Used preferences (non default):
- Length unit mm
- Paper type A4, landscape
- New window Width 1100, Height 800, Magnify 100.00
- Page margins (mm): Top 14.35, Bottom 14.35, Left 10.00, Right 10.00

Sounds a lot like bug 640605 - already fixed on both branches but not yet released.

Ok, the background reason could be same. Let's test it on new release.
