Page breaks not displayed correctly.

Using Dia with "Letter" size paper, page breaks are incorrectly displayed at ~164mm and ~229mm. (Should be 189.06mm and 258.4mm.) Opening the Page Setup dialog and assigning new margins corrects the display.
Tested on both Windows and Linux. Same behavior. Version is 0.97.1.
I was told in email that the margins are 1" on each side and that is why the page breaks are displayed where they are. Can we change the bug to be "Margins not correctly displayed in Page Setup dialog box" then? When the Page Setup dialog is first opened, the margins are displayed as 10.30mm and 13.47mm, not 1" or 25.4mm. Also, when the length unit is set to mm, the maximum margins are 10.30mm and 13.47mm, but when set to cm, maximum margins are 10.30cm and 13.47cm.
Clarification: when the length unit is left at the default of "cm" the margins are correctly displayed as 2.54. When the length unit is changed to "mm" the margins are displayed as 13.47 and 10.30.
