[WEB] New progress indicator

We want something more minimal below the main toolbar, as seen in https://live.gnome.org/Design/Apps/Web?action=AttachFile&do=get&target=Web.png (first column, third item). PS: that link does not work in ephy/master :D
And perhaps not use one at all for very quick operations, say less than a second or two. In the designs we also would like to have a spinner next to the AppMenu in the top bar (bug #652066).

Previous patch fixes some issues with transparency in the progressbar, but it needs gkt+ master as from today to render properly. I think it looks pretty cool.
