fallback: fix menu applets theming on gnome-panel

The version 3.2.1 of gnome-themes-standard has many improvements on gnome-panel theming, but introduced a regression: some menu applets (Window Selector, Indicator Applet) are not themed properly (gray background instead of black).

I created a patch, which fixes this problem by re-adding 'PanelApplet > GtkMenuBar.menubar' selector into some theme declarations. Please apply it both for gnome-3-2 and master branch.
