The toolbars and menus are all hidden, but most shortcuts (like Ctrl+O, Ctrl+S, etc) still work. All of them should be disabled when in application mode.

For the record, I think what we need to do is just refactor EphyWindow so that it does not construct most of its UI. What we do now is construct everything and then hide some parts.
