Right click on desktop to change desktop background

Users expect to be able to right click on the desktop in order to change their desktop background (ie. wallpaper). They certainly did when I did user testing on the shell with friends and family. The shell should provide a context menu for the desktop which includes an option to open the system settings background panel.

It certainly seems to be the most obvious way to change the wallpaper. On the other hand, showing a menu with only one option might look a bit weird.
The menu could also contain a shortcut to the "Displays" control center pane, as this is how windows users normally get to the equivalent dialog.

This hasn't made it to Debian. I'm in the process of installing KDE right now. GNOME 3 is an abject failure.
