Not totally sure if this is really the same as bug 643163, as per:
<mclasen> we need a way to have gdm and screensaver use the system-default background
<mclasen> regardless of the users background in the session
<mclasen> otherwise things look inconsistent

yea that's the same bug.  Matthias probably just forgot he already filed it, and didn't notice I already closed it.
