(Using 2.91.90.) You should be able to add new images to the background list by simply dragging them from Nautilus (or other sources, e.g. Epiphany).
This used to work with the Gnome 2 background control panel, it is a Gnome 3 regression.
The previous behaviour with drag-and-dropped wallpaper images was to add the image to the list, then immediately switch to it.

I don't think you can call a behaviour change between two entirely different programs a regression, really. But it is probably an ok feature request to bring this back.
