Because of bug #637322 we had to disable the contact menu option to send file from the chat window.
Once https://bugs.freedesktop.org/show_bug.cgi?id=32434 has been fixed we should re-enable it.

I think I'm going to defer this. In order to properly solve this bug, we should make FileTransfer.URI mandatory and it has just be implemented very recently in CM (and is still not implemented in Butterfly). Furthermore, the current Empathy FT code is pretty complex so I'd prefer to simplify it using TpFileTransferChannel first.
