With the transform tool in "move active layer" mode holding shift+clicking should move the layer directly below the cursor.
BUT, if the layers are in layer groups the containing layer group is always selected, thus moving all containing layers rather than the one intended.

Could layer groups be disregarded when Shift-clicking?
Or perhaps add one more alternation-option; shift+ctrl+click to move containing group layer? (w. shift+click to select the image layer below)
