This is a "hidden" preference that we have no exposed in the Preferences dialog. It is enabled by default. It refers to the fact that when you delete a note, a dialog window will open saying "Are you sure you want to delete?" (or something like that). If you disable it, that dialog will not appear when you delete a note. I'm not sure how to be more clear about this, so closing this bug.
please, I think "Delete Note" should be lower case
It's upper case because "Delete Note" is the title of the dialog. If it was lower case it would be "note deletion" or something like that, that was not a title.
Also, this string is only seen by people who are tweaking settings in gconf-editor (and in fact it will be quite obsolete when we switch to gsettings).

but if you try remove note, there is no title in dialog
