The Gnome Panel is currently inaccessible via the keyboard.  It also does
not support accessibility interfaces suitable for use by assistive
technologies (e.g. doesn't implement ATK).

Ideally we need the following pieces of accessibility support for the
panel:

keyboard (mouseless) navigation and activation.
theming support, including font size and color styles
ATK interfaces implemented on its widgets.
