Better error message when webcam is already used

As pointed on bug #630276, the "webcam busy" case is common enough to deserve its own error message.
Humm weird, this error is secretly a GST_RESOURCE_ERROR_SETTINGS and not GST_RESOURCE_ERROR_BUSY : Device '/dev/video0' cannot capture at 320x240 -- gstv4l2object.c(1951): gst_v4l2_object_set_format (): /GstPipeline:pipeline0/EmpathyGstVideoSrc:empathygstvideosrc0/GstGConfVideoSrc:gconfvideosrc0/GstBin:bin3/GstV4l2Src:v4l2src0: Call to S_FMT failed for YUYV @ 320x240: Device or resource busy
