1. Do not have gst bad/ugly/etc. installed
2. Import a clip that requires those, the gst codec installer shows up
3. Install the missing codecs
4. When the dialog closes, the clips are correctly imported into the media library, can be put in the timeline and seeked, etc. 
However, the gstreamer error that triggered this shows up in the pitivi ui (it shouldn't, since the codecs were successfully installed anyway).
