How to reproduce: 

i'm on network with a broken configuration where dhcp gives addresses but does give nor the gateway neither dns servers. I'm not able to have network manager cope with this kind of network. In fact i think this is a very broken configuration _but_ not all the time i can fix that. So manual configuration of /etc/network/interfaces is required.

Expected result:

What i'm asking here is even if nm says the network is down at least try once to connect. I think this worked some times ago.

Did you try to manually configure NetworkManager for this connection?
You can also disable NM support http://live.gnome.org/Empathy/FAQ#How_to_connect_when_not_using_NetworkManager.3F

yes and it didn't work.
