I print screen off of another program. 

1) I then try to use edit--> paste as --> new image. I get a popup box that says there is nothing on the clipboard to paste.

2) I then create a new, blank drawing with a white background. I then try to use edit --> paste as --> new layer. I get a popup box that says there is nothing on the clipboard to paste.

I am able to print screen, and then paste the image into an Outlook email, so i know that the function works outside of Gimp.

I did not have this issue with 2.6.8

Thanks for taking the time to report this bug.
This particular bug has already been reported into our bug tracking system, but we are happy to tell you that the problem has already been fixed. It should be solved in the next software version. You may want to check for a software upgrade.
