Trivial fix for the first two problems

The src/capplet/notification-properties.ui file lacks gettext type specification, thus intltool does not extract its strings. Also, there are some strings marked as translatable in that file that do not look like something to translate.

Less important is, that there is no need to store the po/ChangeLog and po/notification-daemon.pot files in git, as they can be generated, so these can be removed.
