When a contact add me, there is a choice between "Adding" , "Reject" or "Decide Later".

When we decide later it is supposed to "add" or "refused" but can not because there are no contact manager

I personally think it's worth keeping "Decide Later", but then having a list of people Pending Authorisation (either in the contact list or elsewhere) who we can then decide on.

Actually, this reminds me of how one of the Canonical designers wanted Edit->Blocked Contacts to show up as a mode on the main roster, with a big Close button at the bottom. Conceivable we could do that here too.

"Decide later" just means "ignore the request". But the Shell can't know Empathy decided to ignore it so it will continue to popup its request as well. They could share a common place to store ignored request but that sounds at lot of work just for people not being able to decide right away if they want this contact or not.
