currently g-v-c shows the "base" volume for input volume sliders only, and shows "100%" on output sliders. Instead of that it should show the "base" volumes for both if they are provided for them by PA.

So that people don't start complaining when the sound sounds bad.
We only show the 100% mark if it's higher than the unamplified mark,
to work-around some GtkScale marks problems.
