[REGRESSION] Implement favicon support

There are a lot of favicons that won't display for me, running epiphany 2.28.0 under Ubuntu 9.10.

Are there any favicons that do display? I haven't been able to get any favicons to display under 2.29.1
Importance->High (regression)
Does WebKit have API for this?
midori certainly supports favicons w/web-kit.

Pushed 5e0f51772f48a473d3e1fce9757320a15c6d82d5 to master fixing this. Will be in the next 2.29.x release.
Applied 5e0f51772f48a473d3e1fce9757320a15c6d82d5 2.29.3, no change in favicon behavior I can observe.
