When you import an image, the time is set to a default.  That default can't be changed.  If the preferences dialog could have a default image length field, this would be easier than resizing every image to the same exact length that you want.

AHelper, just wondering why you would want many successive images of the same length, is this for a slide show?

Not quite a slide show (would be useful, though).  I was looking at doing frame-by-frame animations.

This feature request has already been made, so I will mark it as a duplicate, maybe it needs a better description to be identified though.

Bug 415360 is still there for the "multi-image as one clip" usecase, however you may be happy to learn that the "allow setting a specific default duration for image clips" usecase has been solved in bug #679779.
