Either we could have a preference for the default duration (in seconds.miliseconds) of image clips, or when inserting one or more still image to the timeline we could show a dialog that asks the user for the desired length of the individual clips.

This dialog would automatically remember the last used value, so I think it wouldn't really become tedious for users.
