Please describe the problem:
Under Edit/Preferences/General/Downloads there is the option to automatically download files.  If this option is turned on and the Download folder is not writeable by the user, then the Download manager simply "hangs" forever without returning an error to the user.  The user must Stop the download.

This was happening to me for a couple of months and I couldn't figure out what was wrong.  My original Download folder was my Desktop, but a some point it got changed to "File System" (which I may have down inadvertantly.  I had not realized the error, and could not figure out why I could no longer download files.  Epiphany should report an error if it can not save the file to the specified location.

Steps to reproduce:
1. Go to Epiphany/Preferences/General Downloads
2. Select "Automatically download and open files" check box
3. Select Download folder, choose a directory which is not writeable by the user.
4. Browse the web and attempt to download a file (automatically). The file will usually start downloading but when the progress bar reaches 100% it just stops.  It doesn't save the file and no error is reported.

Expected results:
I would expect some type of error message e.g. "There was an error saving your download..."

Does this happen every time?
Yes, when the above conditions are present.

Other information:
Perhaps the Preferences dialog could do a pre-check when you select a folder and not allow you to select a non-writeable folder to begin with.
