It is totally nondiscoverable. You have no way of finding out about it until
you accidentally stumble over it, and then it is highly disorienting and almost
nausea-inducing. Many people wiggle the wheel accidentally, and having that
trigger a complete desktop reorganization when it happens over  the panel is
really just a misfeature. 

Please remove it.

I vote against removing scrolling completely as I'm a frequent user of it. Rather make it optional instead (off by default if you want). And yes, I can provide a patch if requested.

Personally I would vote against this. Instead of removing features that some people use and find useful. I suggest to just add an option to disable this.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/gnome-panel/-/issues/
