It is totally nondiscoverable. You have no way of finding out about it until you accidentally stumble over it, and then it is highly disorienting and almost nausea-inducing. Many people wiggle the wheel accidentally, and having that trigger a complete desktop reorganization when it happens over the panel is really just a misfeature. Please remove it.

I vote against removing scrolling completely as I'm a frequent user of it. Rather make it optional instead (off by default if you want). And yes, I can provide a patch if requested.
Review of attachment 137385 [details] [review]: Personally I would vote against this. Instead of removing features that some people use and find useful. I suggest to just add an option to disable this.
