It is totally nondiscoverable. You have no way of finding out about it until you accidentally stumble over it, and then it is highly disorienting and almost nausea-inducing. Many people wiggle the wheel accidentally, and having that trigger a complete desktop reorganization when it happens over  the panel is really just a misfeature. 

Please remove it.

Matthias, you might be interested in bug 402528 in which I've posted a patch where this behavior is configurable (only for the window list atm).
