panel with orientation right will go to left after restarting

Please describe the problem: I'm trying to have my bottom panel in the right, but after restarting the computer, the panel will be in the left. It seems to be related to 'expand' option being unchecked, because if this option is checked, the panel will stay in the right. Steps to reproduce: Actual results: Expected results: Does this happen every time? Other information:
