Please describe the problem:
The Hebrew graph labels are flipped from RTL to LTR so that the letters are displayed in the opposite order

Steps to reproduce:
1. Just open the system manager and look at the resources tab in a Hebrew localized system

Actual results:
I see a flipped Hebrew

Expected results:
Correctly displayed Hebrew

Does this happen every time?
Off course

Other information:
Some friends suggest that this is a Cairo bug regarding Hebrew

AFAIK There are not special Hebrew problem with the PDF Export in Inkscape so its plain weird
