Please describe the problem:
The Zoom tool (or magnifier) should, according to manual/documentation, zoom a selected portion of an image.  Instead, it zooms to the center of the image such that one has to scroll to the intended zoom area (which can be a pain if zoom level is high).

Also would be nice if one-click zoom in/out would pay attention to context (such as zooming in near where the pointer is).

Steps to reproduce:
1. open image to edit
2. select zoom tool (either from toolbox, pressing "z", or from Tools drop down menu.
3. click and drag an area to zoom


Actual results:
The image zooms in, but to the wrong part of the image (unless the user intended to zoom the center portion of the editing image).

Expected results:
The image should zoom in to the area selected.

Does this happen every time?
Every time.  With every image.

Hi and thanks for the bug report! Do you have 'Resize window on zoom' enabled?

I did have 'Resize window on zoom' enabled.  That settled the problem, but it was not an obvious fix.

Well, that is not a fix, but it makes this bug report a duplicate of #568150.
