if I'm surfing the web with epiphany and at the same time performing a donwload, and a crash occurs, when I restart epiphany it asks me if I want to restore after the crash.

Unfortunately, the restore doesn't restore the file download, which is very annoying, think for example in the case of downloading a iso image.
