Hello,
GNOME Commander is probably the best commander under linux, though it can not change file permissions via FTP. This really should be implemented...

Unfortunately, due to some bizarre GnomeVFS quirks, it's rather not that trivial as it seems... Anyway, scheduled for 1.2.8
