Please describe the problem:
IMHO, the menu entry "File - New - New - New Accounts Page" is misplaced under "File", it should be put under "View - New Accounts Hierarchy"

I don't think it should be named "New Account Hierarchy" if there is already another menu item named that. In trunk, if you are looking at an account tab then there is File->New->New Account Hierarchy which starts the New Account Hierarchy Setup druid. (I think THAT should move to the Tools menu... something like Tools->Account Hierarchy Setup or Tools->Account Tree Setup.)

Generally speaking, I think "tree" is simpler than "hierarchy".

So to see a new account tab, how about View->Account Tree? Or View->Chart Of Accounts? I think it is actually more clear if you leave out the word "New". I know that "New" is there because it opens a new tab, but "new tab" can be easily confused for "new account".

As long as we are moving things around, here's my wish list:
File->New->New Accounts Page becomes View->Account Tree
File->New->New Account Hierarchy becomes Tools->Account Tree Setup
File->New->New Account becomes Edit->Add Account
File->New->New Budget becomes Tools->Add Budget
File->Open->Budget becomes View->Budget

Do all that, and I think we won't need File->New->New File any more... we can just have File->New.

Keep in mind, I'm not really familiar with the budget stuff...

I'd try but I'd also appreciate a pointer as to what file to look into.

Take a look at the *.ui files, how they make use of menus, placeholders and menuitems.  It would probably be advantageous to rename the actions as well (watch out for the *.c files then, of course).

I do not have a strong opinion about the actual choice of menu positions, once you disagree, please ask on the g-devel mailing list... or better do that anyway :-)

Here is a patch. I can't guarantee it's entirely correct, but it was simple and works for me.
