Please describe the problem:
"Remove from panel" option is still enable when you select Lock "weather" application to panel.

Steps to reproduce:
1. Right click the panel ->"Add to Panel"->"Weather report".
2. Right click the "Weather"->"Lock to Panel"
3. Right click the "Weather"


Actual results:
The option "Remove from panel" is still enable.

Expected results:
The option "Remove from panel" is disable.

Does this happen every time?
yes

Other information:
This bug doesn't only occur on weather application.Actually this occurs on all panel-applications.

This bug actually belongs to the panel itself rather than the applets (the panel provides this part of the menu). It is therefore a duplicate of bug 464912.
