Description:
It would be a nice if the locking of a applet would also disable the
remove from panel in the same fashion as the move. It seems to make
sense to me that if I lock the applet I don't want to remove it or move
it until I unlock it.

Locked has been removed in 3.0, and with the new way to edit panels, this is really no more an issue, I think.
