I would appreciate if there were a option to automatically encrypt outgoing email.
Evolution could just encrypt email to contacts that have a public key, or there could be an option in the contact near the option for HTML-mails.

The status quo is quite annoying for users that use encryption on a daily basis.

Have you looked at the Security tab in the Account Editor?

I think you'll find what you're looking for there.

There is an option "Encrypt outgoing messages (by default)",
but as far as I see, this option is only for S/MIME and not for GPG. 
There does not seem to be a similar option for GPG.

I also think this where a great Feature for Evolution.

I would love to see this feature.  You should be able to select specific users to always encrypt to.
