sections of html doc can't be accessed

If you select in help menu any multi-section document (for which only html help files are installed, not sgml) - e.g. bug-buddy - then only the first page (index.html) can be accessed. Clicking on any other section in table of contents gives error message like "help:bug-buddy/authors.html" is not a valid location. Please check the spelling and try again.
