If you select in help menu any multi-section document (for which only html help
files are installed, not sgml) - e.g. bug-buddy - then only the first page
(index.html) can be accessed. Clicking on any other section in table of contents
gives error message like 

"help:bug-buddy/authors.html" is not a valid location. Please check the spelling
and try again.

This makes most of documentation useless -  except those which have sgml
versions installed.

This is a duplicate of bug #44302 (which is categorized under "view as web page" 
rather than "help system", which may be why Sasha missed it.
